二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策        

(b)Qualification requirements to be met to implement government procurement policies: Compulsory procurement of energy-saving products, environmental certification product policies, encouragement of energy-saving policies, encouragement of environmental protection policies, support for small and medium-sized enterprises policies, support for the development of prison enterprises policies, policies for welfare units for people with disabilities, and policies for purchasing domestic products        

(c)本项目的特定资格要求：（1）本次磋商需要网上磋商，供应商必须获得上海市电子签名认证证书（CA认证证书）；
（2）从事城市园林绿化项目的施工企业，应持有效的营业执照；
（3）园林绿化施工企业项目负责人须具有园林专业中级及以上职称；        

(c)Specific qualification requirements for this program: (1) This negotiation requires online consultation, and the supplier must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) Construction enterprises engaged in urban landscaping projects should hold valid business licenses; (3) The project leader of a landscaping construction enterprise must hold a "Quality and Safety Production Assessment Certificate for Project Leaders of Landscape Construction Enterprises" or an electronic information card for project leaders of landscaping engineering practitioners in Shanghai, and have an intermediate or higher professional title in landscaping; (4) Within the three years prior to the registration deadline, there is no record of any misconduct in government procurement activities        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
